Fulcrum Consulting, an LRS company, is seeking a Program Manager with our client in Minneapolis, MN. 
Our client is seeking an experienced Program Manager to lead the successful delivery of a portfolio of complex, cross-functional projects that drive organizational transformation and operational excellence. The Program Manager will oversee program governance, financial management, resource planning, and stakeholder engagement to ensure strategic alignment, timely delivery, and cost-effective execution. This role requires a dynamic leader capable of balancing strategy and execution, fostering collaboration across diverse teams, and guiding project managers toward shared goals and outcomes.

Key Responsibilities
  • Program Leadership & Governance
    • Actively manage a portfolio of projects to ensure alignment with organizational goals, delivering scope within schedule and cost.
    • Provide strategic leadership, vision, and innovation to project teams executing complex, cross-organizational initiatives.
    • Ensure adequate governance, infrastructure, and controls are in place across all program activities.
  • Strategic Planning & Execution
    • Lead optimization, prioritization, and execution of the portfolio through credible business case development and facilitation of the Investment Optimization (IO) planning process.
    • Offer strategic insights on constraints, costs, and implementation strategies to drive reengineering goals.
    • Negotiate with business and functional leaders to initiate or continue programs and projects based on performance and resource availability.
  • Performance & Financial Management
    • Maintain the program’s financial gating process, ensuring fiscal accountability across projects.
    • Monitor and assess program performance, implementing corrective actions as needed to ensure delivery within budget and schedule.
    • Develop and maintain a consolidated work plan tracking key dependencies, timelines, deliverables, risks, and issues.
  • Stakeholder Engagement & Communication
    • Build and sustain strong relationships with key stakeholders, executive sponsors, and the program Steering Committee.
    • Conduct periodic briefings and status updates to leadership, facilitating discussions to resolve issues and secure decisions.
    • Cascade program goals, metrics, and objectives throughout the project teams to ensure alignment and transparency.
  • Team Leadership & Methodology Development
    • Provide mentorship and accountability to project managers, ensuring adherence to the organization’s project management framework.
    • Promote best practices within the PMO and recommend enhancements to project management methodologies (including CMMi-based approaches).
    • Champion change management initiatives and foster a culture of continuous improvement.
Qualifications & Experience
  • Proven track record managing multiple large-scale, complex programs from design through delivery.
  • Strong strategic thinking and the ability to lead, influence, and communicate effectively across all levels of the organization.
  • Exceptional decision-making, analytical, and problem-solving skills.
  • Deep understanding of Project, Program, and Portfolio Management methodologies, tools, and techniques, including CMMi methods.
  • Demonstrated success in managing budgets, timelines, and resources across interdependent projects.
  • Outstanding presentation, facilitation, and stakeholder management skills.
  • Demonstrated ability to thrive in dynamic, ambiguous environments and drive results through change.
  • Experience mentoring teams and leading through significant change management efforts.
  • Self-directed, driven, and capable of balancing political, economic, social, technological, and administrative factors in decision-making.
The base hourly range for this contract position is $70-$100 per hour, depending on experience.  Our pay ranges are determined by role, level, and location. The range displayed on each job posting reflects the minimum and maximum target for new hires of this position across all US locations. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
